Will Russia play at the 2027 World Juniors?

Nobody knows yet, and the tournament starts in under two months.

Russia had been excluded from IIHF competition since February 2022, after the invasion of Ukraine, and the IIHF council decided on 30 July 2026 to keep Russia out of four events in 2027, the World Juniors among them. The Russian federation appealed, and on Friday 30 October 2026 the Court of Arbitration for Sport ruled that the IIHF must readmit Russian teams with immediate effect for the 2026-27 season. The court cited insufficient evidence for the IIHF’s security concerns.

The IIHF said it will comply and does not agree. “While the IIHF respects the authority of CAS and will act in accordance with its ruling, the outcome does not remove the concerns that informed its assessments,” the federation said in a statement.

The practical problem is the draw. The groups were set on 22 September with ten teams and no Russia. Adding an eleventh would leave uneven groups and more games to fit into the same dates; removing a qualified team to make room would be its own controversy.

Canada’s federal government is opposed. “Canada maintains, as it has since 2022, that Russia should not be represented in international sport competitions while Russia’s illegal and unjustifiable full-scale invasion against Ukraine continues,” Secretary of Sport Adam van Koeverden said in a statement that Friday afternoon.

Three other federations have said Russia should stay out. Sweden’s president Anders Larsson: “We maintain that, under the current circumstances, Russia cannot participate in international championships.” Germany’s board chair Frank H. Lutz: “We reject the return of Russian national teams to international ice hockey tournaments.” Finland’s association said there are no grounds for Russian or Belarusian participation, and added that “no player or team official is under any obligation to take part in a tournament in which Russia or Belarus is involved”. Ukraine’s federation said it respects the court’s authority while expressing deep indignation at the decision.

Russia’s sports minister said the court “recognized the demands of the Russian Hockey Federation on key points as justified”. The Russian federation said it would work with the IIHF on the return.

Where are the 2028 World Juniors?

Updated 31 October 2026: the section on Russia was rewritten after the Court of Arbitration for Sport ordered the IIHF to readmit Russian teams on 30 October, and Canada’s three pre-tournament games were added. Groups, the full schedule, TV and the individual ticket sale were added on 28 September, after Hockey Canada and the IIHF announced them on 22 September.
